Citizens’ Tribunal
Following on from the report and recommendations set out by the Ealing Race Equality Commission, a Citizens’ Tribunal is now being established.
The Citizens’ Tribunal will be independent of the Council. Its objectives will be to:
- To hold the Council and its partners to account on the delivery of its commitment and responsibilities to fight race inequality and promote race equality.
- To suggest ideas and initiatives for how the Council can most effectively fight race inequality and promote race equality
Recruitment of Tribunal Members
The role of the new Tribunal members will be:
- Work with public bodies, businesses, the community and voluntary sector, and citizens in Ealing to scrutinise and develop proposals for implementation of the Commission’s demands.
- Consult with other councils, public bodies and expert organisations and communities, locally, regionally and nationally in order to learn from what has worked elsewhere in developing ideas for implementing change.
- Influence local leaders in the development of policy and strategy, and the allocation of resources.
- Promote the effective engagement of Black, Asian and Minority Ethnic communities in the work of the Tribunal.
- Report on progress on race equality and the impact of inequality and discrimination on the different communities of Ealing.
Members appointed to the Tribunal will be able to bring their expertise in specific issues, and across the range of issues and contribute to meetings and to fact-finding and engagement activity that takes places outside meetings of the full Citizens’ Tribunal.
Tribunal members cannot be a member of council staff or an elected councillor.
Former Race Equality Commissioners will be welcome to apply to join the Tribunal.
The Tribunal will have no more than ten members, all of whom will be appointed via an open application process that involves the submission of an application form (insert link to form here) and an interview. The recruitment process will be overseen by an independent panel that includes representatives from local voluntary sector organisations and other local stakeholders.
Members of the Tribunal will be appointed on a voluntary basis. Tribunal members will not be paid an allowance but will be able to claim expenses incurred in the work.
The Tribunal members are appointed on the basis that they collectively provide a broad cross section of lived experience, and individually have expertise in one or more of the priority areas of education, health, policing and engagement.
All positions will be for a fixed one-year term with an option to extend if the work of the Tribunal continues.
The closing date for applications has now been extended to midday on 18th July. We want to ensure that applications are received from across the borough and give our residents and local community who may have missed the opportunity to receive the information time to apply.
Interviews for shortlisted candidates will now take place week-commencing 25th July.
Chair of the Tribunal
The role of the Chair will be to:
- Lead on agreeing the Tribunal’s work programme.
- Advise and steer Tribunal members and Council officers on lines of enquiry and research to be undertaken.
- Represent the Tribunal in the publicity for its work, providing a steer on the approach to communication and engagement.
- Chair the meetings of the Tribunal and lead the presentation of the Tribunal’s work in the annual review meeting.

Frequency of meetings
The Tribunal will meet bi-monthly (six times in the coming year).

The purpose of these meetings will be determined by the Chair and members of the Tribunal.
The Citizens’ Tribunal will hold an annual meeting, starting in July 2023 to present to Ealing’s full Council progress against the Commission’s report and to review the work of the Tribunal over the previous 12 months.
The work of the Tribunal will be supported by a secretariat led by the Assistant Director for Equality and Engagement in the Council’s Strategy and Engagement Directorate.
Reports and minutes of formal meetings will be published as with all meetings established in the Council’s constitution.
